As a Utilities Manager, you'll join our engineering department and specifically our Oil and Gas discipline helping to contribute towards its continuing success.
The Manchester based Oil and Gas team sits within the generation discipline in the Energy Division of the company and specialises in providing high quality technical consultancy and advice to both governmental and private sector clients, involving project planning, due diligence and design issues relating to fuel supplies for power generation, natural gas transmission, distribution and storage systems. In addition we provide technical consultancy on natural gas related infrastructures associated with Residential, Retail, Industrial and Commercial Developments, both in the UK and overseas. We also provide technical consultancy and advice on wider sustainability issues and work closely with other WSP | Parsons Brinckerhoff engineering disciplines on high profile major multi-disciplinary projects, contributing to the wider success of the UK Energy and Industry team.
Currently the team encompasses staff grades ranging from Chief Engineer to Graduate Engineer and the team sits alongside other specialist engineering discipline teams and shared resources across the engineering teams in Manchester, Newcastle and Guilford.
A typical week would include:
The successful candidate will be responsible for the day-to-day delivery of technical consultancy and advice including project management and project leadership. As a Utilities Project Manager your primary focus will be the management of projects requiring a specialist utility infrastructure input. From developing utility diversions solutions to liaising with the external project stakeholders. You will be supported by a team of experienced technical staff of various grades, some of whom you will be expected to provide mentoring and support.
You will be responsible for ensuring your projects are delivered to budget, programme and technical standards and meet QA, CDM and SHEQ requirements as necessary and applicable.
The position will also involve liaison with clients and fellow professionals (both within WSP and externally), preparation of fee proposals, business development and work winning duties, and the provision of technical support, plus financial control of projects when acting as a project manager.

We'd love to hear from you if you have:
* Strong project management expertise (including formal techniques for planning, monitoring and controlling projects).
* A project management qualification is desired.
* A proven and demonstrable track record of managing utilities projects within large construction programmes.
* Complete knowledge of the measures necessary under the code of practise for diversionary works – HAUC; C2 to C9.
* Practical experience of the legislation under HAUC & the New Roads & Streetworks (GMRAPS).
* Proven ability to build and maintain excellent working relationships and effective channels of communication in a pressurised and highly time sensitive environment.
* Experience of leading and motivating multi-discipline project teams.
The core objective for the appointed Utilities Manager would be to manage a series of utilities protection works, temporary utility connections and permanent utilities diversions to ensure individual projects can be delivered in line with prevailing time and cost constraints. The Utilities Manager will be the first point of contact for all Utility works across the various programmes undertaken. The Utilities Manager will also be required to develop and maintain a strong relationship with the utilities companies. The following key objectives will be expected of the Utilities Manager:
* Provide leadership and support on a series of utilities supply, diversion, protection & connection works.
* Support to cover design, costing and delivery works.
* Provision of support to Project Managers on all utility work undertaken
* Key point of Liaison/contact between projects and utilities providers.
Fully conversant in the use of the Microsoft Office suite of software applications, competence in other technical software applications would be advantageous to the position e.g. AutoCAD and PDS. The ability to direct and check design outputs making use of this software would be seen as a further advantage.
Excellent written and oral communication skills with the ability to adapt communication style to suit different circumstances. You will have particular experience in liaising with clients, co-professionals and design teams. Also experience of liaising with highway, water, rail, statutory and local authorities in negotiating the necessary outline and detailed technical approvals, would be advantageous.
Possess a good knowledge of the legislative processes associated with planning, design and technical consents process and procedures. Furthermore, adoption and contract procedures for the routing of utilities including high-pressure natural gas transmission pipelines, distribution pipelines, clean and wastewater mains and asset infrastructure projects. You will also have a robust knowledge of the financial and contractual aspects of planning, bidding, and delivering both large and small projects.
A "self-starter" who possesses the drive, enthusiasm and flexibility to meet the demands of the role. The ability to take responsibility and be accountable for your own workload and manage resources across multiple projects is essential.
