Primary Purpose of the Role:

The Secure Connectivity Services (SCS) Portfolio within the UK Secure Communication & Information Systems Country Business Unit (SIX CBU) requires a Systems Engineering Manager (SEM) to manage the development and evolution of secure network technology platforms to enable the business to deliver existing and new services in line with its Cyber Security & Trust business strategy.

The successful candidate will lead the development of Engineered Solutions and Technical Change to enable delivery of Network Services working closely with Network Architects and Service Delivery Managers. This will include management of the networks engineering team to ensure the application of appropriate engineering governance ensuring solutions are delivered on time and to budget to enable efficient service operations delivery. This will include managing engineering baselines from conception through to service delivery and on-going service optimisation.

The role will also require support to business winning and product development to ensure engineering costs, schedule and technical debt are accurately defined. Furthermore there will be a need to support wider business initiatives and the engineering performance plan to ensure the on-going development of the SCS engineering capability.

Key Responsibilities and Tasks:

Provide Engineering Leadership to the SCS Engineering/Technical team

Define appropriate engineering lifecycles and governance structures for the development of new solutions, evolution of existing solutions and management of change to support evolving service growth.

Ensure the transition between engineering development and service design is managed through application of joint / integrated governance structures

Lead in the production of system / product requirements, design and acceptance work products including rationale for design decisions

Ensure the engineering environment and tools are appropriately specified and managed

Ensure design baselines are maintained working closely with the configuration and data management policies

Identify the required skills needed to ensure successful bid, project and product delivery

Optimisation of technical work through the application of systems engineering reviews

Track KPIs, perform route cause analysis of problems and lead appropriate corrective actions

Provide work package estimates supported by metrics that balance quality, compliance and cost – subsequently discharge work packages to time, quality and cost.

Attend Design Advisory Board and Technical Review Boards, and collaborate with architects from Secure Connectivity Services.

Working with the Project/Product Design Authority ensure technical risks are identified and mitigation actions identified and implemented.

Ensure compliance with appropriate legislative and regulatory requirements including safety.

Working with the Engineering Function conduct reviews with engineers to support performance appraisals and career development.

Skills & Experience


* Leading teams of multi-disciplined engineers through the design, integration and acceptance of a engineered solution
* Tailoring of engineering governance to ensure robust engineering delivery whilst meeting the needs of the business
* Leading Systems Engineering Design Reviews throughout the entire Systems Engineering Lifecycle.
* Support to business winning activities to present strategies for the development of solutions
* Ability to effectively communicate complex engineering issues to different stakeholders both internal and external
* Working with customers to translate needs to system requirements and ensure end solutions are fully accepted by the customer
* .Reporting of engineering performance and progress to senior management teams
* Ability to produce well structured and written documentation to communicate technical and non-technical information
* Typically 3-10 years experience working on SW/HW intensive programmes in a systems engineering role



* Relevant Engineering Degree or equivalent
* Must be able to attain security clearance (SC+) immediately
