Project Manager, Highways

Location: Role to be based from Blackburn, but with the potential to work at other partnership offices (Salford and North Tyneside)

We are looking to recruit a Project Manager (Highways), with excellent technical and communication skills. Within this role, you will provide a quality service and have the ambition to progress your career and the business in which you will operate - to join our Programme Management Office Team based in Blackburn.

Our Programme Management Office Team works on all stages of development from initial concept through to the design, tender and construction delivery. We are looking for a flexible person who is willing to get involved in both consultancy and project delivery roles.

Our current team deliver project management and contract administration duties over a wide range of sectors including, Local & Central Government, Education, Health, Culture & Heritage and Highways & Infrastructure.

Location

As described above, the role will be based in Blackburn but the post holder may also be assigned to commissions at our other partnership offices (Salford, North Tyneside etc) with travel to other Capita or Client offices as required.

Key Responsibilities

* Project Management responsibility for highways and infrastructure projects, delivered through the effective management of multi-disciplinary design teams.
* Planning and managing the successful implementation of a range of highways projects
* Be responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects including management and delivery of project milestones
* Exercise independent judgement and resolve technical issues locally where possible before escalation
* Manage and communicate with identified stakeholders

* Carry out contract administration including financial management, liaising with external consultants where employed
* Effectively manage project workload and be proactive in taking action to balance resources with workload requirements
* Coordinate the delivery of projects by ensuring all workstreams have undertaken their agreed tasks efficiently within specified timescales at an agreed cost

* Undertake forecast revenue and cost analysis
* Identifying client resource requirements to meet the need of their brief and resource plan accordingly
* Development of fee proposals
* Monitor Capita obligations under the Partnership Contract with the Client and report as necessary
* Adhere to Capita’s QA systems and procedures

Essential Experience/Skills

* Relevant education in Project Management/Civil Engineering (or similar) alongside relevant qualifications within Project Management (PMP / APMP / PRINCE2)

* Management of highway infrastructure schemes through feasibility and design.
* Able to work in a complex matrix environment with multiple stakeholders.

* Excellent oral and written communication skills and the ability to work in close partnership with clients and external consultants
* Eagerness to use your own initiative and ensure work is delivered on time within a quality framework 
* Experience of using programming software such as Microsoft Project
* General Microsoft software applications such as Word, Excel and PowerPoint
* Excellent time management and decision-making skills
* Ability to meet deadlines and to work as part of a disciplined team or on own initiative

Desirable Experience/Skills

* Experience of both Public and Private Sector project delivery
* Good presentation and negotiation skills
