The Opportunity

The UK European Pressurised-water Reactor (EPR) Design Centre further develops EDF’s nuclear expertise in Britain with a centre where leading companies can come together with EDF to support Hinkley Point C (HPC) and other UK EPR projects in their design, build and commissioning. Led by EDF’s new nuclear engineering division, DIPNN UK and Edvance UK, the Centre is based in Aztec West, Bristol. Around 700 people from different companies will be employed there by 2021, bringing an additional 300 jobs to Britain to support HPC and Sizewell C (SZC)’s design, construction and commissioning.

As part of the Responsible Designer for the HPC EPR project, Edvance provides the design for the Nuclear Island (NI). Edvance UK is responsible for delivering the design for a number of NI buildings, systems and equipment contracts for the HPC EPR Project through an integrated team, providing engineering support to HPC construction and commissioning activities, and preparing design replication feasibility and engineering activities for the SZC Project.

Forming part of the Edvance UK Senior Leadership Team, the Project Management Office (PMO) Manager leads the development, implementation, use and maintenance of project management and project controls methods, tools and processes across all of Edvance UK programmes and scope areas.

Key stakeholders for this role will be within Aztec West, France & HPC Site and as such regular travel will be expected to these locations.

The Role

As PMO Manager, you will be directly managing PMO staff within the Programme, along with project functional reports and operational reports for Document Management, Financial Reporting and Cost Reporting. You will also be managing a budget for the team at approx. £2m per annum. You will be the main interface between PMO for the UK elements of the Programme and internal stakeholders, including the SLT, Integrated Team Heads and UK Disciplines Directorate and you will assist in leading, coaching and supporting all PMO staff.

Specifically you will be accountable for:

* Developing deep working relationship with the central Directorate of the Edvance Project Office (EPO) team and implementing project management and project control standards and processes followed in France and the UK implementation of them - some of these are already in place, some need further work

* Managing a streamlined, well documented, clearly understood delivery production process

* The co-ordination, with the Client, of all EPO activities required to support the design, manufacture, construction and commissioning of the programme work scopes within safety, quality, time and cost milestones

* Supporting Edvance UK in developing an overall integrated plan and budget for the HPC and SZC Projects and providing an effective and transparent Project Controls service

* Acting as the main interface between the external and internal stakeholders, including EPO, Integrated Team Heads and the clients for all PMO activities

* Embedding performance reporting for all of Edvance UK business and scope areas

* Providing detailed support for the SZC project through the bid process to ensure that systems and processes are consistent with EPO methodology and scalable throughout the life of the project

The Skills

To be successful in the role you will demonstrate:

* Degree Level or equivalent in a relevant subject

* In-depth knowledge of processes for Programme and Project management in a major infrastructure environment

* People leadership experience in a highly regulated, technical environment

* Excellent written and verbal communication and influencing skills, at all working and management levels

* Demonstrated ability to understand, interpret, analyse and present complex data from each Discipline

* In-depth knowledge and understanding of the other Disciplines of Project Controls, including management techniques

* Skill in presenting complex information to senior executives and shareholders

* Ability to create concise narrative to support project reporting

* Ability to build relationships with Project stakeholders, and to act on behalf of the Programme Team as their representative

* Detailed understanding of earned value analysis

* Detailed understanding of cost and schedule risk analysis techniques

* Knowledge of risk and opportunity management methodologies, and how they are applied in the strategic and operational management of a major infrastructure project

* High level of analytical and numerical skills with good attention to detail

* Ability to set, achieve and maintain high standards of safety and quality

* Fluent English

Desirable:

* Nuclear New Build, EPR or PWR experience

* Working knowledge of the French language

* Experience interfacing with regulators
