PROJECT ENGINEERING MANAGER

Siemens are looking to recruit an experienced Telecoms Project Engineering Manager. This role will be reporting to the Telecoms Engineering Manager and be responsible for the UK wide Telecoms Project Engineering team delivering Transportation System Telecoms projects.

The Project Engineering Manager (PEM) will oversee the project engineering on all projects within the Telecoms team. The PEM provides project engineering team leadership to ensure projects are delivered to the required quality and safety standards and to project timescales. The PEM allocates work packages to the Project Engineers who will be responsible for delivery. The PEM is responsible for management of performance and the development of the Project Engineering team. The PEM is responsible for ensuring all Project Engineering procedures and tools are deployed consistently across the project portfolio as well as ensuring Technical and Engineering Standards are complied with. The PEM may also carry out Project Engineering works as required. The PEM will ensure that Engineering Safety Risk is managed effectively throughout the delivery of project engineering works.

Key Responsibilities

* Accountable for the successful delivery of all Telecoms Engineering activities within the CIS portfolio of Telecoms projects.
* Manage the national portfolio of project engineering work-packages across a number of projects. Allocation of project engineering resources to work packages for the preparation of engineering plans, specifications and designs to ensure these are delivered to time, quality, and cost parameters.
* Participate in and monitor the planning and progress of works in relation to timeline and budget and ensure that the development, design, construction and testing requirements are met and effect remedial action when required.
* Prepare and Maintain resource schedule to identify resource requirements to meet short term work bank surplus / shortfall for the Engineering Manager to maximize resource utilisation/efficiency.
* Manage the Project Engineering function competence, training and development requirements to meet the needs of work bank and business strategy.
* Work with the Telecoms Engineering Manager to achieve efficiencies in project engineering while promoting engineering excellence, consistent design practices and the adoption of new processes, tools and methods of working.
* Maintain continuous communication with contractors and customers in the development and implementation of projects to ensure a uniformity of purpose and common targets.
* Consistent implementation of company engineering standards and processes as determined by the business.
* Measurement and evaluation of Project Engineering function performance.
* Line Management of Project Engineering staff including performance, development and appraisal.
* Mentor the engineering community and promote personal development
* Discharge safety responsibilities in relation to CDM Regulations, Health and Safety legislation, Company procedures including development of the required Safety Planning documentation.
* Interface with business peers to support cross discipline business needs, share knowledge and best practises. Provide support and input to Project Management, Design Engineering, Construction Engineering, Test & Commisisoning and Engineering Management functions

* Chartered Engineer Status or appropriate professional status and relevant engineering qualification. (essential)
* Considerable and established knowledge and interest in the rail telecoms industry, significant experience of telecoms engineering implementation on large main line rail schemes in the UK. (essential)
* Safety culture aware – proven ability to lead, influence and develop safety culture to latest strategies and methods. (essential)
* Excellent communication skills written oral. (essential)
* Broad base of Engineering skills, experiences, knowledge and competencies covering the full engineering lifecycle. (essential)
* Experience in Systems Engineering, Project Engineering and Design of safety critical or safety related systems, test and installation environments. (essential)
* Leadership – proven ability to lead and experience of managing large multidisciplinary teams. Excellent organisational skills with the ability to foresee change, forecast and manage design resource utilisation and costs. (essential)
