The Bristol Area Signalling Renewal and Enhancements (BASRE) Contract is the implementation contract for GRIP stages 5 to 8 covering the design, procurement, installation, testing & commissioning of Signalling, Power and Distribution (P&D), Civil Engineering (in respect of Signalling, Plant and Distribution apparatus) and Telecoms discipline elements of the Relock and Enhancements phase of the project works. The Signalling project is a key facet of major upgrade works in the West of England to enable the implementation of a new timetable for increased passenger services, along with new rolling stock and electrification. The area of works will be re-controlled to Thames Valley Signalling Control Centre (TVSC)
Position Overview

The position is primarily based out of our Templegate offices, however there will be a requirement at times to visit other business locations/premises
* Manage site construction activities from tender to commissioning, supported by Installation Managers across multiple signalling projects

* Lead by example and take ownership for the successful delivery of all installation activities on the allocated works

* Building excellent relationships and working collaboratively with the client to successful project delivery

* Delivering the allocated project programmes to time, budget, quality and resource plan

* Effectively managing resources – people, time, plant, materials and subcontractors

* Optimising utilised time of employees to achieve higher productivity and lower unit cost across all allocated projects

* Effectively communicate task requirements to staff, motivating staff, including sub-contractors
* Empowering all team members to achieve their plan and growth targets

* Identification and costing variations to Project team

Responsibilities

* Tender planned signalling and civils construction / installation activities as part of the overall project tendering process

* Scope and review subcontract installation packages of works

* Plan project activities to suit access and project deliverables

* Deliver the project programme to time, quality and resource plan

* Chair weekly construction meetings/and attend others as required by the Project

* Delivery of the project to forecasted costs, regular reporting and detailed cost control measures

* Present status of works and costs monthly to Senior Management at the Work Package Reviews

* Liaise with the customer on the project building successful delivery relationships

* Safety Leadership – to lead by example in project site safety

* Change control – ability to recognise and highlight change to the project team, cost, control and deliver

* Effectively communicate task requirements to staff

* To effectively manage resources – people, time, plant, materials, subcontracts

* Assist with the IDC process
* Ensure the work is planned and delivered to a 14 week countdown /7 week/ 4 week/2 week/ day to day look ahead

* Optimise utility time of employees to achieve higher productivity and lower unit cost

* Encourage team working, motivate staff, including sub-contractors

* Facilitate/empower all team members to achieve their plan and growth targets

* Support Project Management and company in promoting Health, Safety, Environmental requirements
Postholder Requirements

Skills:

* Full driving Licence

* Business / cost awareness

* Health, Safety & Environmental responsibilities

* Contract legislation

* Computer literate in Excel/Word

Experience:

* Financial and commercial knowledge

* Engineering background

* Knowledge and experience of Railway Signalling operations

* Established track record in delivery of major signalling & civils construction projects from tender to commissioning
* Management and leadership of staff on projects

Desirable:

* Valid PTS Certificate

* Extensive Railway experience

* People Management

Essential:

* Budget Control

* Schedule Control

* Materials Procurement experience

Qualifications:

* MIRSE

* HNC/BTEC in Eng or Construction Industry Qualifications

* Extensive Railway Knowledge

* Proven Track Record of large turnkey project delivery

Experience:

* Financial and commercial knowledge

* Engineering background

* Knowledge and experience of Railway Signalling operations

* Established track record in delivery of a major multi disciplinary signalling project from tender to commissioning
* Management and leadership of staff on projects

Experience:

* Understanding of project management systems

* Understanding of client’s business structure and requirements
