Job Summary

We are seeking a Principal Consultant to join our industry-leading Transport Planning team to help win and deliver projects, with a particular focus on spatial planning and development management. This is a full-time permanent role, and will also require travelling to other AECOM and client offices. The post will nominally be located in our Chelmsford office but the successful candidate could also potentially be located in our St Albans, Hertfordshire, South East or Central London offices, where we also have team members.

Our team provides advice and support to understand and address the challenges facing society, the economy and the environment. We assess the wider impacts of addressing those challenges and evaluate and learn from previous strategies, programmes and policies. Our clients include central and local government, Local Enterprise Partnerships, as well as development and regeneration bodies.

We are passionate about what we do. We blend qualitative and quantitative skills and shape the debate on policy and planning. We work collaboratively with colleagues across AECOM’s many disciplines, including planners, designers, architects, engineers, and regeneration and environmental specialists.

Our team works on a wide range of projects for local authorities and Highways England, including technical audits of individual planning applications; the preparation of responses to Local Plan consultations; the management of major infrastructure projects including the coordination of specialist teams; assembling and assessing planning data for input into large-scale transport models; developing technical studies to identify and prioritise multi-modal transport improvements; and the preparation of large-scale spatial transport plans which set out the long term vision and route-map for delivering innovative transport improvements within towns, along major transport corridors and across sub-regions.

The particular focus of our team in Chelmsford is in supporting Local and Strategic Highway Authorities in their response to planning applications and Local Plans. This aspect of the work ranges from assessing the access arrangements for individual development sites to providing input to the modelling process for strategic plan-led development allocations. We frequently work collaboratively with Local Planning and Highway Authorities, consultants acting for private sector developers, and other stakeholders, to identify mutually beneficial solutions to unlock the delivery of potential development sites.

You will have an important role, managing tasks, working with colleagues within the team in providing technical support into assigned tasks, securing additional specialist support as required, ensuring the successful delivery of projects, as well as having the opportunity to manage junior staff.

The team’s work requires someone who can balance qualitative and quantitative skills, transport modelling, design and road safety skills. Previous experience is desirable in areas including development management, Local Plans, the preparation of transport plans and strategies, local and area-wide transport studies, junction design and modelling; and stakeholder engagement. You can combine an in-depth appreciation of your chosen area with good knowledge of wider transport issues. You will have a desire to expand your and others’ knowledge and capabilities, and apply a proactive approach to attending and contributing to internal and external meetings, conferences and stakeholder workshops. A key skill is to be able to communicate technically complex ideas to non-technical stakeholders in a convincing way.

As a Principal Consultant your responsibilities will include the following;

Manage and take responsibility for projects and individual tasks within larger projects and frameworks.

*

Take responsibility for high-quality technical analyses and written reports, delivered within challenging timescales and within budget.

*

Provide technical expertise and review, check and verify analytical and written work by colleagues.

*

Receive a Brief from the Client and/ or senior management and provide a technical and fee proposal to cover the work.

*

Determine team members and provide them with a detailed Project Brief.

*

Identify data and modelling requirements for the project or task and select appropriate specialist teams within AECOM (or sub-consultants if appropriate) to deliver these aspects of the work.

*

Set up projects and allocate budgets to work stages.

*

Ensure financial data is up to date, monitor expenditure against budget and generate invoices.

*

Attend progress meetings with Clients and Stakeholders.

*

Effectively delegate project tasks to Senior Consultant/ Consultant and junior team members.

*

Build and develop effective relationships with Client contacts to ensure that AECOM has the opportunity to bid for repeat business.

*

Support bids to win work with existing and new clients.

*

Explain technical concepts to others, especially our graduates and clients.

*

Assist senior management in managing and developing the team.

*

Provide advice and mentorship to junior colleagues, and impart your wisdom.

*

Be proactive and make the most of our support and training to continue your professional development.

*

Prepare, supervise and deliver technical presentations to internal and external groups.

Minimum Requirements

*

Experience in transport strategy, planning and development management, which demonstrates excellent technical capabilities (literacy, numeracy, communication).

*

Knowledge and ideally hands-on experience of transport planning, design and broader planning guidance and best practice, such as elements of DfT’s TAG, Design Manual for Roads and Bridges, and the National Planning Policy Framework.

*

Knowledge and ideally experience in transport modelling and the key outputs required to determine the acceptability of Local Plans and major individual planning applications.

*

Good knowledge of Junctions 9, LinSig or equivalent junction capacity software, spreadsheet-based approaches to the assessment of the impact of major developments and using the outputs from more complex strategic and microsimulation models.

*

Proven analytical, data manipulation or statistical skills using appropriate software.

*

Ability to engage with and respond to the needs of clients and stakeholders.

*

A highly motivated individual with excellent communication skills and ability to work in a consultancy environment, contributing to effective client relationships and working to tight deadlines.

*

A team player who can work as part of wider project teams across disciplines and geographies – making high-quality technical contributions.

*

The ability to handle project management on small projects or task management on larger projects (time, cost, quality).

*

The ability to mentor and guide junior colleagues.

*

Flexibility to travel to other AECOM and client offices, depending on project requirements.

Preferred Qualifications

*

Membership or working towards membership of a chartered professional institution such as CIHT, TPS, CILT or ICE.

*

A record of continuous professional development or working towards professional accreditation.

A degree in Transport Planning or related subject / social or analytical based discipline (e.g. geography, mathematics, engineering, economics) from an accredited college or university
