Job Title: Lead Engineer

Division: Infrastructure

Location: Bristol

Purpose Of The Job

Ensure the working environment and work practices meet the requirements of Health and Safety Legislation and conforms to Network Rail Line Standards; Company Standard, instructions, best practice and meet the quality expected by Colas Rail Limited and the Client. Work closely with the Construction Manager to develop, plan, deliver and close out all assigned construction worksites, taking responsibility for the welfare, production, safety, reporting and client interface.

Key Accountabilities

Safety- Support the implementation of the Colas Rail Limited Safety, Health, Environment and Quality (SHEQ) strategy, associated actions and resulting initiatives, to deliver continuous improvement.

Key Accountabilities

* Manage a team of Technical Engineers

* Lead and motivate members of own team

* Undertake the role of Contractor's Responsible Engineer (CRE)Work with the nominated Construction manager to carry out analysis and estimates, prepare detailed planning, produce resource schedule (plant, materials and labour) and develop a number of jobs/sites.

* Undertake the role of Deputy Construction Manager if required

* Ensure compliance with all relevant technical, quality, environmental and safety standards and achieve zero corrective actions under audits

* Deliver the expected quality for allocated jobs

* Manage CRT and act as CRT co-ordinator

* Perform On Call duties where required

* Cover Weekend / Night duty as per roster

* Compile and produce the required technical documents for Health and Safety files in a timely manner and ensure these deliverables are correct and meet the required quality.

* Work with the Engineering Manager and Competency Manager to ensure all the Technical staff (Technical engineers) have the required training and experience to undertake their duties (including agency staff)

* May undertake the role of CEM for Project work

* Assist Delivery manager in long term planning and budgets

* Produce and supervise the preparation of planning documents, multi-discipline work package plans, and Task briefings for all works including all technical activities such as prep, core and follow up works, ballast testing, trial holes, datum plates, tunnel monitoring etc.

* Ensure that Construction Phase Plans are in place for all projects and adhered to

* Assist Construction Manager with producing WPP and TBS.

* Ensure the production of risk assessments, approval of Work Package Plans and Task Briefs

* Manage the local document control

* Produce schedules of resources (rostering) and materials to be ordered

* Establish and chair regular technical meetings and briefings

* Brief relevant staff on their duties under CDM regulations

* Attend constructability reviews, Inter Disciplinary Reviews and Inter Disciplinary Checks as required

* Attendance at all training and induction courses as directed

* Review, monitor and submit requests of derogations to standards and temporary technical and Engineering non-compliances.

* Refer any non-compliances to standards and all technical issues including design issues to the CEM and Engineering Manager

* Assist in internal and external inspections, checks and audits and ensure close out of technical non-compliances

* Review Weekly Site Construction

* Review all technical reports and forms and take necessary actions

* Ensure that all designs and Specifications are set out and validated

* Ensure all processes and procedures are implemented to guarantee that the safety of the line is considered and maintained at all stages of the work

* Ensure that site reporting is accurately completed and returned in a timely manner with special focus on Handback (G) Forms, CRT assessments, Test & Inspection Plans and stressing forms. Ensure submission of technical documents to be included in the Health and Safety file in a timely manner.

* Maintain safety critical records

* Implement corrective actions to remove all non-compliances in procedures, processes and in construction and design work

* Monitor performance indicator and ensure achievement of the Contract requirements

* Monitor the construction quality Colas Rail Limited and Suppliers

* Carry out risk assessments as part of design and Construction to identify all foreseeable risks and suitably mitigate

* Interface with Network Rail Project Engineer and NWR Construction Manager

* Monitor and report on progress of all technical KPI, with special focus on Track Quality

Experience, Knowledge, Qualifications and Training

* Education to HNC/HND in Civil Engineering or equivalent suitable experience

* Comprehensive understanding of Permanent Way and related engineering principles, including interfaces between disciplines

* Proven successful experience in the execution of Track Renewals

* In depth knowledge and understanding of track standards, processes and procedures

* Computer literacy

* Safety Management training

* Understanding Health and Safety legislation relative to Construction and Engineering

* Must hold a valid driving licence

* Personal Track Safety

* IOSH/CITB Managing Safely COSHH

* Working towards a professional qualification
