The Opportunity

As part of our plan to secure a low-carbon energy future, EDF’s Nuclear New Build (NNB) team is leading an ambitious programme to build a fleet of safe, reliable nuclear power stations in the UK, focussed on two new nuclear power stations, the first since Sizewell B in 1995. The first station is under construction at Hinkley Point C (HPC) in Somerset, and NNB’s ambition is to build a second at Sizewell C (SZC) in Suffolk. The SZC project is currently in the development phase, with UK public policy; financing; commercial and construction arrangements being established. The intention is to begin construction of the project at the end of 2022.

The Regional External Affairs & Development (READ) Team operates within a complex network of external and internal stakeholders. To deliver on the team’s objectives across SZC and its various associated projects there is a growing requirement to build and maintain good relationships with the most sensitive stakeholders: property and landowners both impacted by SZC but also in a position to benefit from the project. The role of the Land and Property Stakeholder Manager is to carry out transparent stakeholder engagement with the land and property sector; build an accommodation database and AMS (Accommodation Management System) to support the NNB development programme at Sizewell C, including a Rent a Room scheme. This is a key role in EDF Energy’s community facing organisation and as such will be incremental in building professional relationships with local communities.

The Role

As Land and Property Stakeholder, you will work directly with, and report to, Head of the READ and be responsible for identifying and establishing the budget for the AMS and the rent-a-room scheme, delivering a cost-effective AMS and accommodation strategy that will deliver a saving against current campus projections.You will also work closely with the SZC Land Team, ensuring no over-laps or duplication of tasks and maintaining a mutually beneficial relationship.

Specifically your main accountabilities will be:

• Assisting the land teams with the implementation of the two mitigation and other property related schemes on a day to day basis

• Providing support in circumstances of increasing public queries and complaints

• Acting as a facilitator in complex negotiations between the land teams and landowners for all types of land transaction

• Developing a Rent a Room Scheme with the local authorities utilising the Housing Fund

• Organising and leading discussions with internal and external stakeholders relevant to business and private accommodation suppliers, including project governance for the establishment of housing funds to build the AMS

• Providing support in establishing or enabling partnership projects with local and regional stakeholders and suppliers of local accommodation for SZC workers

• Working with the Delivery Team, particularly the Civils Alliance and supply chain, understanding their requirements and expectations for the delivery of the caravan park and CAMPUS accommodations sites; including work with Planning and Engineering colleagues to clarify planning conditions and the necessary measures to limit the impact of construction on local communities

• Assisting with support in preparing the Community Relations activities necessary for construction

• Developing and establishing the Accommodation Management System

Location is flexible, primarily the Sizewell C Information Office in Leiston, Suffolk but but with expectation of regular travel to stakeholders.

The Skills

To be successful in this role you will demonstrate:

• Experience in organising projects and strategies relating to accommodation requirements for major infrastructure projects

• Experience in legal and commercial structuring of contracts

• Good knowledge of UK statutory land and property compensation legislation and associated procedures

• Strong relationship building and influencing work style – both up and downwards in the organisational structure – with particular experience at an Exec Team level

• Excellent stakeholder and networking skills for working in a consultative way across a broad range of stakeholders

• Ability to work under pressure and to think creatively to ensure the communications are delivered in a cost-effective manner while not compromising on quality and content

• Turning ideas into actions, using a structured and thought out process

• Demonstrable project management skills with ability to work autonomously

• Ability to manage several projects at one time, prioritising and managing the expectations of others

• Strong analytical thinker, capable of effectively presenting and communicating both verbally and written, a good listener

• High degree of integrity, credibility, and confidentiality
