Job description/Person specification

The IT Delivery Manager will manage and be accountable for multiple tasks and projects (business and/or ‘run and maintain’) that fall within the Delivery portfolio and that are undertaken by a multi-disciplinary, highly skilled technical team allocated to support that portfolio.
Portfolio projects will typically be internally funded through existing budgets or via investment and will deliver a specific outcome or product within the Delivery Team scope, however there may also be a requirement to support Business funded and transformational projects which may be run by the Delivery Manager with support from the wider IT Business (e.g. IT Transformation Services).
A Delivery Manager will be adept at delivering complex tasks/projects providing technical oversight and leadership whilst demonstrating a strong understanding of multiple IT technologies/principles and in some cases may be required to undertake technical activities as an SME, Product or Service owner.

This role reports directly to the Head of IT Operations, working closely with all functions across Group IT.

Key Accountabilities:
• Identifying resource requirements and constraints in relation to your Delivery portfolio and feeding these into the Resourcing process to enable resource to be appropriately allocated.
• You will be core to decisions that build high performing teams, where people are excited about the work they are undertaking.
• Deliver tasks and projects within your delivery portfolio in an agile manner using the appropriate methodology, learning & iterating frequently.
• Work with the assigned Product Owner to define the roadmap for any given product within your Delivery Portfolio
• Lead the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of the Delivery team
• Removing barriers for the Delivery team and both planning at a higher level and getting into the detail to make things happen when needed.
• Actively participating in the Delivery Manager community, sharing and re-applying skills and knowledge and bringing in best practice.
• Act as Service Owner for items from within the service catalogue ensuring value add, continual service improvement, problem management and obsolescence are reviewed and maintained.
• Act as a technical escalation path from other areas of Group IT.

Key Capabilities/Knowledge

• Proven ability to manage an operational team developing skills and capability to meet upcoming demand. Experience of managing a multi-disciplinary team and coaching technical staff to improve performance and customer experience.
• The ability to inspire and motivate at the individual level, ensuring QinetiQ values and behaviours are demonstrated.
• Experience of cross-platform, enterprise level IT security requirements and an understanding of current cyber security methods and threats.
• Experience in managing IT Services in line with best practice, recognised industry standards and frameworks such as TickITplus, ISO27001 and ITIL.
• Deep experience and understanding of managing and maintaining secure and stable IT systems.
• Experience and understanding of front end, middle tier and back end application design patterns.
• Experience in technology/product/framework selection (COTS verses bespoke, build verses buy, cloud verses on premise etc.) when presented with conceptual requirements or designs.
• Effective verbal and written communications with experience of communicating with a range of technical and non-technical audiences, internal staff and customers.
• Ability to adapt to a diverse and changing business and to work flexibly to accommodate the needs of projects and customers.
Required Knowledge / Skills
• Worked for a minimum of 5 years within an Enterprise IT environment and/or Software Engineering environment.
• Experience in leading software engineering teams, setting standards and processes to drive the required quality, and working with senior software engineering professionals to establish a supportable landscape of services.
• Willingness to travel occasionally, usually within the UK but occasionally overseas.
• Willingness to adopt a flexible approach to working hours, and to be part of a duty manager rota.
• Experience in the practical application of the ITIL framework

Required Knowledge / Skills
• Worked for a minimum of 5 years within an Enterprise IT environment and/or Software Engineering environment.
• Experience in leading software engineering teams, setting standards and processes to drive the required quality, and working with senior software engineering professionals to establish a supportable landscape of services.
• Willingness to travel occasionally, usually within the UK but occasionally overseas.
• Willingness to adopt a flexible approach to working hours, and to be part of a duty manager rota.
• Experience in the practical application of the ITIL framework

Desirable knowledge / Skills
• Career experience in Software Engineering/Software Development, across the full software development lifecycle and technology stack
• Experience in the recruitment of, retention of, and the ongoing career development of software engineering professionals
• ITIL Foundation or higher (or equivalent framework) certification
• Previous experience in the defence industry sector
• Experience working within an ISO27001 environment
• Understanding of project management methodologies.

Candidates can be based from either the Farnborough, Boscombe Down or Malvern sites. Travel will be expected between all 3 sites as part of this role.
