The role

Working as a Technical Delivery Manager, you will manage operational & commercial performance within an area of responsibility to support delivery of the contract, using best practice, knowledge of the estate and key stakeholder engagement to ensure that the service is delivered to the highest of standards.

To lead, manage and mentor the Accommodation Officer team, to drive exemplary performance in collaboration with the supply chain, by fostering professional relationships with the Employer’s Service Managers and key stakeholders.

Key accountabilities

Implement Service Delivery and Additional Works to meet business key performance indicators incorporating sustainable solutions and supporting the Sustainability agenda. Provide a robust and collaborative management approach to ensure the success of the supply chain partners.

Manage performance of the Supply Chain against the provision of all Statutory and Mandatory tasks to ensure full compliance at all times including (but not limited to):- managing the reporting on compliance, Health, Safety, Sustainability, Quality and other statutory requirements. Manage the budgets and commercial target indicators seeking opportunity for additional turnover & margin.

Drive service improvement through detailed analysis and understanding of root cause. Provide clear improvement plans to demonstrate robust improvement actions. Manage the performance and interface with the Helpdesk across the Area for Occupancy Management and Estate Management. Plan and undertake an inspection regime to ensure compliance, quality standards, workmanship and materials, are maintained and improved where necessary. Ensure the management and adherence to risk registers and follow appropriate maintenance and management processes.

Ensure effective management of voids activities including their security aspects. Management of estate data including building condition surveys and to assist in the preparation of estimates for future Planned Maintenance works. Ensure Additional Works are accurately recorded and these are processed effectively.

Provide an escalation point to the Helpdesk and Supply Chain outside of office hours on a rotational basis. Manage the area budget and review P&L for effective delivery within contractual requirements. Ensure budgets allocated to Accommodation Officers are monitored to maintain delivery in line with the business forecast. Ensure the supply chain are appropriately applying costs and assist with evidencing claims.

Demonstrate a strong understanding of the provisions of NGEC in order to lead discussion with clients and end users. Implement and enforce all appropriate measures to ensure that contractual obligations are met, ensuring that the highest standards of customer service are achieved. Ensure appropriate work plans and budgets are in place to achieve programs and financial commitments, whilst meeting the changing operational need.

Monitor and review Supply Chain performance, engaging with supply chain partners across both response and planned maintenance tasks, void preparation and additional works to proactively drive continuous improvement.

Operational management of line reports and area team within operational scope/control, within policies and procedures laid down by the Company. Resolve complaints and acknowledge compliments in a timely and satisfactory manner. Assume point responsibility for the local resolution of complaints relating to properties within the management area; investigating, reporting & resolving any complaints in accordance with the approved process. Analysing complaint drivers and taking ownership of improvement measures to drive customer satisfaction.

Skills & experience

* Substantial front line management experience in construction, property maintenance or related field

* Trade or HNC Qualification in Building/Civil Engineering or Electrical/Mechanical Engineering or equivalent substantial relevant experience

Additional Information

Foster a collaborative supporting role to the Delivery Managers, Accommodation Officers and the central Compliance and Audit teams to ensure the statutory and mandatory compliance of the region. Take ownership as Responsible Person for Asbestos. Take ownership as Responsible Person for Legionella

In collaboration with the Delivery managers, manage the scheduled planning and delivery of all statutory and mandatory inspections.

Manage and support the AO community to ensure that all compliance tasks identified from the various compliance management plans (Fire, Legionella, Gas, Asbestos etc.) and regimes are planned, coordinated and completed to an agreed efficient programme. Ensuring that all remedial works and recommendations are completed and recorded / linked back to the inspections within the required by date. Responsible for overseeing the delivery of weekly testing regimes and maintenance of on site log books.
