LM Overview

Two of Europe’s most prominent and innovative engineering and construction companies – Laing O’Rourke and Murphy – have come together to form LM, a powerful joint venture, supporting the growing number of major transport infrastructure projects across the UK.

Both organisations are market leaders in high-speed rail delivery, tunnelling, bridge construction, civil engineering, offsite manufacturing and digital engineering.

LM, along with Fusion JV and CS JV, have been awarded the enabling works for High Speed Two. Delivering the essential early works will include archaeology, site clearance and setting up construction compounds – ahead of the start of the main civil engineering work.

The £900 million enabling works contracts cover the whole of Phase One, from London to Birmingham and the connection to the West Coast Main line at Handsacre in Staffordshire

Main purpose of role:

Provide environmental assurance and support for work undertaken by LM to ensure that work packages are designed and delivered in accordance with the HS2 environment contract requirements.

Key responsibilities and duties:

Role specific

* Provide comprehensive knowledge and understanding of the HS2 contract requirements relating to environmental management

* Identify opportunities for implementing best practice and innovation to achieve cost and programme efficiencies and risk mitigation. Record achievements in best practice case studies

* Provide a main point of contact for project managers for allocated work packages

* Provide a main point of contact for the client environment team for allocated work packages

* Lead and coordinate communications with external stakeholders in relation to HS2 environmental contract requirements, including consent granting bodies

* Support the initial identification of environmental requirements and deliverables for work packages for inclusion in requests for scope and price from DJV and other suppliers

* Provide a main point of contact for DJV and other suppliers in relation to the ongoing identification and delivery of environmental deliverables throughout the CMO, design phase and delivery

* Review all deliverables against HS2 environmental contract requirements and provide assurance in accordance with LM management processes

* Undertake assurance in accordance with LM management processes including document control, audit, non-conformance, surveillance inspections and incidents

* In consultation with the project manager and commercial team provide support to suppliers to ensure that PMU and vehicle and plant use data is submitted on time each period

* Provide specialist advice to project managers for allocated work packages in relation to HS2 contract environmental requirements, LM management processes, and any other legal requirements

* Support the project managers in the delivery of work packages to cost and programme, identification of risks, and opportunities for efficiencies

* Support the supply chain in delivering HS2 contractual requirements

* Collaborate with colleagues and suppliers on the delivery of project wide programmes and requirements including BREEAM, no net loss, and carbon management, and take a lead role if required by the sustainability manager

* Support the sustainability manager in the maintenance and development of the LM management arrangements including preparation for ISO14001:2015 certification audits, revision of the CMO EMP and associated documents

* Support the sustainability manager and consents manager in the maintenance and development of the LM consents management arrangements

* Provide a main point of contact in relation to allocated work packages for interfacing disciplines including construction management, procurement, design and engineering, community engagement, consents, health and safety

* Support the sustainability manager in the preparation of weekly and four-weekly updates and board report, and the identification of matters for escalation to the project director and, or, client

Identify requirements and deliver training and awareness briefings to LM colleagues and supplier

Qualifications and training:

Essential:

* Degree or equivalent in environmental related subjects

* IEMA practitioner or equivalent

* Excellent interpersonal skills

* Experience in being able to interpret complex sets of information in a project management setting

Desirable:

* Significant experience in construction, project management, or environmental consultancy

* Chartered Environmentalist and FIEMA or equivalent

* Experience in using GIS and document management systems

* Project management qualification such as APMP or PRINCE2
