KeolisAmey Metrolink a joint venture between Keolis and Amey, was awarded the franchise to operate and maintain Greater Manchester’s Metrolink for Transport for Greater Manchester until 2027.

In April 2020 Metrokink expanded to Trafford Park (TPL) the extension added six new stops to the existing Metrolink network, taking the total number of stops to 99, across a tram network now more than 100km in length.

The focus of the franchise is to boost services and implement a series of service improvements to make journeys better for passengers. This means cleaner trains and stations, more reliable lifts and escalators, more efficient and reliable station maintenance and faster passenger journeys. Maintaining the network’s 99 per cent reliability record and ensuring it remains one of the best performing railways in the UK is a key priority.

The Keolis Amey Joint Venture are currently looking to appoint a Director – Finance & Commercial that will report directly to the Managing Director. This role will have full responsibility for managing and controlling the Corporation’s finance department and commercial focus, overseeing a large finance / commercial team with 4 direct reports. This is a senior leadership role that will require reporting accountability to the board so we are looking for both technical and leadership experience We are seeking a qualified accountant (or an exceptional candidate who is qualified by experience) and it is essential that candidates are both resilient and approachable.

What is the purpose of this role?

To lead Metrolink’s Finance and Commercial strategies; To implement KAM’s strategic procurement approach; Ensure legal compliance and governance with the TfGM contract. Ensure effective business reporting across the organization. To support KAM’s business plan profitability that delivers business efficiencies linked to commitments made on KAM’s financial offer and current business constraints. Lead a team of Finance and Commercial professionals; Lead the design and implementation of KAM’s Finance, Legal & Commercial and Business Reporting Management Systems; Coordinate procedures that enables best practice IT Management, Enterprise Risk Management and Business Planning assurance through the Core Value Chain; Ensure protection of company assets through compliance across the organization with company/tax law and any other statutory financial regulations and shareholder procedures.

What will this role involve?

You will be required to lead the design of the Finance & Commercial business plan and work collaboratively with other functions ensuring the Value for Money pillar is reflected in this. Design and deliver the financial budget ensuring KAM franchise profitability. Design and present necessary data, risk management and the finance and commercial strategy to the organisation. Improve on the companies current Governance promote culture change across the organisation. Review the current finance and commercial structure to implement improvements to ensure the management structure is aligned with the overall finance organisational objectives. Act as a role model for our ‘life saving rules’ culture.

What are we looking for?

An expert in the field of finance with strong experience within procurement. Extensive knowledge of finance and commercial with a recognised qualification. Experience working at a senior management level and confidence to lead and guide a management team. Experience of negotiation at senior management level. Experience of developing and implementing finance governance, legal and commercial controls across an organisation. Use of effective analytics and KPI’s to drive success. You will need to have strong people and leadership skills to create collaborative working relationships with peers and your team. Relevant sector experience, transport would be preferable or a highly regulated industry.
