About the role

Balfour Beatty has an exciting opportunity for a Design Manager to join our Regional team to work in Crewe.

You will be working on civils projects including some HS2 early works packages and other regional projects with values of up to 60 million. The projects are typically highways schemes so we are looking for candidates from an engineering background. This team have a secured pipeline of work for the next 3 years with further long term contracts being agreed.

Our Midlands head office is based in Birmingham and site based travel will be required, for this reason all applicants should be able to drive.

Role Purpose

Working for the contractor in the civils sector you will lead the Design aspect of Projects through the work winning, pre-construction and delivery phases. You will manage external design consultants and provide technical support to the operational delivery and work winning teams to ensure that cost effective, low risk, and safe design solutions are delivered.

What you'll be doing

As a Design Manager, your main responsibilities are as follows:

* Manage the development and implementation of design proposals ensuring they meet customer requirements including budget constraints, presenting proposals for approval to the customer.
* The design should deliver:

* Safety in construction and use. Ensure implementation of CDM regulations and, where necessary, lead in the management of Principle Designer Duties.
* Design for delivery of quality and sustainability to meet the clients scope
* Identify, develop, and lead delivery of technical opportunities that support cost reduction, improving quality, enhance safety, improve customer experience or reduce risk. Take an active role in innovation to meet customer goals and positive impact on the local community
* Manage Design consultants programme, deliverables
* Be responsible for the technical approvals process ensuring that all necessary consents and approvals are in place to enable procurement and construction to be undertaken in accordance with the contract programme,
* Lead the development and implementation of the project BIM strategy

* Collaborate with the client and technical approval authority
* Provide advice and guidance on the buildability of the design proposals to the design and construction teams on all packages.
* Liaise with all statutory bodies/authorities as required such as town planning, building control and services e.g. gas and water.
* Support the Safety by Design & Engineering forum or other similar forums, representing the business stream, as required
* Lead the development and management of the design deliverables and programme programme:

* Ensure there is a clear schedule of design deliverables and manage this with the design consultant
* Lead gate reviews activities to ensure that they are timely and appropriate sign off is achieved at each project gate to include appropriate communication to Bid
* Managers and other Design/Work Winning team members as required,
* Lead the co-ordination and production of design data, bid deliverables, reports and documentation essential to the project and contractual requirements and report progress against the design deliverables programme

* Lead the implementation of the BIM CSUK protocols, including teamwork and collaboration and the management and sharing of data relating to BIM models
* Consider the application of Lean construction techniques in order to save money, reduce waste and optimise construction.
* Ensure that learning and best practice is captured from the bid/project with the aim of sharing it across the business stream and the CSUK business.
* Proactively contribute to the Risk and Value Management process

Who we're looking for

The following qualities and experience are essential:

* This role requires an individual with proven experience as a Contractors Design Manager. The ideal candidate would have significant on site construction experience in the civils sector, generally developing from site engineer through to sub agent or agent level. A variety project disciplines would be desirable but experience with highways projects is considered essential. Other areas of work include Coastal Defence, Rail, light rail, energy and water.
* Experience of undertaking design (possibly as a secondment) is desirable but more important is the experience of successfully managing external design consultants on Civils Design and Construct Contracts to deliver a suitable, cost effective, safe design.
* Familiarity with the NEC family of contract is desirable.
* Full understanding of CDM regulations and able to lead on behalf of Balfour Beatty to ensure Discharge of obligations of the Principle Designer.
* Engage specialist supply chain as required.
* Leadership skills are required to deliver design services in a timely manner with a customer and business sector specific focus. Good interpersonal and communication skills are required, coupled with an ability to form effective relationships with partners under time pressure. The individual will know what good looks like in bid submissions and work winning and have hands on experience of delivering work-winning bids in a timely manner.
* Good working knowledge of BIM is required. The individual will have experience within the most current forms of procurement.
* Professional Membership with ICE is desirable. A valid CSCS card is a requirement.
* Excellent IT Skills relevant to the Business Stream are desirable and Microsoft Office is essential. Detailed knowledge of codes of practice and other regulatory material, applicable to the Business Stream.
* The individual should have a desire to continuously pursue innovation and development, with a focus on the customer and the relevant Business needs.
* Numeracy and bid/report writing is a requirement.
* Results Driven: Demonstrates a passion and excitement for his/her work. Tackles problems head-on and works to resolve them without delay.
