Purpose of the Role
Responsible for safe, on time and on budget delivery of all Colas Rail Freight train services within the nominated region, ensuring high levels of quality and reliability against key KPIs. To promote all Colas Rail values, including one team culture by actively liaise with different support functions, as well as the external customers. To provide day to day first line management and support to all train crew staff within the nominated region. To deliver all train operations within the allocated budget.
An experienced railway operations professional, who is able to train, coach, mentor and assess trainee and experienced staff within the company.
Safety- Actively demonstrate support for the implementation of the Colas Rail Limited Safety, Health, Environment and Quality (SHEQ) strategy, associated with professional train driving and railway operations.
Profitability- Ensure that services are delivered in the most cost effective way and Customer KPI requirements are achieved.
Quality- The reputation of Colas Rail is significantly influenced by the effectiveness and quality of the services we deliver and the competence and professionalism of the staff delivering and managing (real time) those services, the post holder must ensure that the right skills are allocated and passed on to others.

Key Areas of Responsibility & Accountability
Under direction of Business Delivery Manager and Head of Operations, to safely and effectively manage all aspects of Rail Freight Operations, including staff management, budgeting control and successful completion of work in the nominated region.
Monitor and manage train performance against the budget and agreed KPIs within the designated region.
Assist the BDM and finance team, to set the annual operational budget and responsible in achieving operational budgeting targets
Provide first line management to all freight operational staff in the nominated region, with assistance of principle drivers and principle ground staff.
Responsible to ensure all short term customer requests and/or late changes (during the week) are addressed by active liaison with Planning and Rostering teams.
To manage the safety of all staff in the designated territory by liaising with the Safety team.
To monitor quality procedures and training of the workforce within the assigned territories.
Authorised to suspend/remove any driver from driving duties should any doubt or knowledge exist concerning the individuals competence to perform safety critical duties
To manage the thorough investigation, reporting and close-out of all accidents and incidents within their designated Regions in a professional and timely manner, working closely with Safety team.
Download locomotive OTDR and interrogate the data as required to support investigation
To respond to any SPAD, Incidents or accidents involving Colas Rail staff or locomotive from the designated region when on duty or when required to attend
Undertake regular Safety Tours and ensure Actions are closed out
Responsible for identifying training needs, route and traction learning requirements for operational staff, with assistance of Driving Standards Manager, PDs and PGs. Implement the plans by liaising with training and rostering departments.
Liaise with the Freight Operations Standards department to ensure staff trainings, competence, and assessments are managed and maintained up to date.
Liaise with Control/Loco Planners to ensure that all locomotives working in designated area are strategically placed and fueled
Liaise with control for real time operations of all train services in the designated region.
Communicate professionally with internal and external stakeholders by all available communication devices and means.
Attend customer performance and contract review meetings when required
Participate in daily, weekly and periodical production meetings as required
Participate in weekly planning meetings with planning and rostering department (Pulse check meeting and DTP checks if required)
Carry out on call duties when required to do so to suit the needs of the operational activities
Develop Methods of Working and Risk Assessments for new flows & review existing documents regularly, liaising with Safety and Standards teams.
Assist Account Managers with new traffic acceptance and formulating the cost model by providing train crew hours.
Responsible to monitor and control operational cost against approved budget.
Responsible to drive operational efficiencies, by closely working with BDM, Engineering and support functions.
Directing principle drivers and Ground staff to carry out training, briefs and assessment as required
Active participation in staff related HR matters including disciplinaries, management of attendance (managing MFA process) and poor performance
Support in recruiting process of Traincrew
Possess and constantly display all of the attributes of the five E's¿Energy, Energize, Edge, Execute and Engage
Be confident and a role model when dealing with all staff with respect and good attention to detail.
Have good knowledge of the current requirements for Health and Safety and Rail Industry Standards.
Be a proven team player with a pragmatic approach and logical mindset
Have an excellent knowledge of railway geography
Have a good IT knowledge of Word/Excel/Power point
Have a general familiarisation with Traction and Rolling Stock
Preferable to be a qualified Train Driver or Groundstaff Inspector with proven experience in freight train operations and an excellent safety awareness.
301/302 Assessor qualification
Good technical knowledge of all Colas Rail traction & rolling stock.
Excellent commercial awareness and experience in cost control
Demonstrate a personal ambition and desire to maintain a high level of safety and train running performance.
