About the role

Balfour Beatty has an exciting opportunity for a Contract Engineering Manager to join our Rail team to work in Pontypridd.

Role Profile:

To ensure the integration, technical assurance, compliance, health, safety and sustainability of the design and engineering construction to enable compliant defect free handover for operational service, delivered to programme and budget.

What you'll be doing

The Contract Engineering Manager shall be accountable and have demonstrable competence for managing all engineering activities, design and/or construction as applicable to the specified works; specifically its ability to integrate with all other design, construction and existing infrastructure. Compliance with all applicable standards, legislation, Contract requirements and specifications. This applies to all phases of a project; ECI & construction.

The role shall ensure the following processes and procedures are in place for effective management and discharge of the role responsibilities:

* The engineering organisational structure is deployed and fit for purpose;
* Competency assessments are carried to gain DPE acceptance for all CREs;
* Manage and administer - Authority to Work (AtW) cards and also the Responsible/ Authorising Manager to appoint competent personnel, for example; Handing the Track Back Safely and Raising Removing Speed Restrictions;
* Undertake regular COMAEA reviews to access the competence and performance of CREs;
* Produce and manage an Interface management plan with the CRE construction;
* Engagement of the Principal Designer and Principal Contractor and other CDM duty holders;
* Compliance with applicable standards, legislation, contract requirements/specifications;
* Control of quality assurance, document control and asset management process;
* Management of Systems Safety Engineering (CSM RE&A, Eis T&C, Systems Integration);
* Design delivery is integrated with construction to meet programme and budget;
* Management and demonstration of health, safety and sustainability by design;
* Participate in the IDC process;
* Implement an effective technical change process & briefings;
* Implement effective design & engineering risk management process and briefings;
* Satisfactory application and compliance of Temporary Works Management;
* Issue of Engineering Compliance Certificates - designs, build, testing/commissioning;
* Regular design progress reviews are held and recorded;
* Management of design delivery and provision of regular design status reports to the Project lead;
* Design/s are assured to the correct level of checking independence and approved;
* Engineering resource and any mentoring training and briefing requirements are carried out;
* All site-engineering controls are planned and delivered to facilitate construction;
* Review and submit any temporary non-compliance or derogation if necessary;
* Produce & implement a process to identify & brief changes to standards;
* Approve/or set up delegated signatories for the issue of Construction Phase Plans & Work Package Plans;
* Lead and support tenders and technical solutions following the Balfour Beatty Group Minimum Engineering Expectations.

Who we're looking for

Personal Qualities & Experience

Essential:

* HNC / HND Civil Engineering or equivalent;
* Relevant experience in similar role;
* Proven competency and experience to meeting requirements of NR/L2/INI/02009;
* Leads and manages project technical assurance & compliance;
* High customer acceptance and satisfaction;
* Positive Monthly KPI reports;
* Key staff development, training and support identified and provided;
* Provides support and direction to the technical resource;
* Undertakes performance improvement action where required;
* Robust knowledge of both design and construction practices;
* Excellent presentation and Managerial skills;
* Good programme commercial and personable acumen;
* IT proficient;
* Process control orientated;
* Self-motivated;
* Approachable and diplomatic.

Desirable:

* MICE CEng.
