Job Summary

Primarily to provide lead commercial role in bids and proposals team. Also, to provide commercial support to current frameworks, joint ventures (JV) and individual projects including contract administration, estimating, procurement, delivery and financial forecasting and reporting in line with BV, Framework JV and Client requirements. Together with development and management of Procurement department.

Key Responsibilities

* Provide Commercial guidance and support to the bids and proposals team at pre-qualification, PQQ and tender stages.

* Review and advice on tender documents including Terms and conditions.

* Development of tender and commercial strategies.

* Development of tender financial strategies and metrics in line with BV governance.

* Management of internal governance documentation and process.

* Production of, monitoring and reporting on tender forecasts and budgets.

* Development of tender procurement strategy.

* Liaison with supply chain including producing enquires, bids review and recommendations.

* Commercial review of estimate including development of Risk strategy and Risk and Opportunity Registers.

* Liaison and negotiation with Clients.

* Development of business plans, procedures and processes in line with BV, framework, JV and project Client requirements and governance.

* Responsible for annual budget forecasting.

* Plan and develop the commercial strategies in line with BV, framework, JV and project Client requirements and governance.

* Report on a monthly basis the commercial position, including budgets, current and forecast financial end position, and any commercial issues with the supply chain or client.

* Overseeing, developing strategies and negotiation on disputes.

* Development and management of the Supply Chain.

* Liaison and negotiation with Clients and supply chain in all commercial matters including budgeting, agreement of Target Costs, Change Control, Financial performance, Reporting, Pain/gain mechanism and calculations, Cost capture and Key Performance Indicators.

* Cashflow forecasting, optimisation and reporting.

Responsible for building and maintaining excellent relationships between:

* Bid team members.

* Client and JV Partners.

* Commercial Teams and Delivery Teams.

* Commercial Teams including Estimators, Quantity Surveyors, Project Controls and Procurement.

* Procurement department, delivery teams and supply chain.


* Management of Contractor bids and proposals process.

* Commercial Forecasting and Reporting.

* Work within multi-departments and multi-company organisations

* Contractual and commercial management of projects, JVs and Frameworks.

* Client liaison.

* Supply Chain Management.

* Commercial Forecasting and Reporting.

* Dispute resolution.

Minimum Qualifications

* Degree Qualified

* A relevant HND, BSc or BEng qualification

* Worked within a JV’s/Framework structure previously

* Contractual and commercial management of multi-million pound bids, projects , frameworks and JVs.

* Excellent written and verbal communication skills.

* Ability to prioritise and solve problems as an individual or as part of a team.

* Team focussed.

* Able to manage multi-discipline teams
