The Commercial Engineer works closely with the Senior Commercial Manager, PSP(N) to develop, update Commercial documentation and assist in the management of Framework Contractors. Duties include providing inputs to the Monthly Commercial Report, assisting in the preparation of documents and attendance at various meetings.

The Commercial Engineer will be responsible for the commercial management of the specific project survey contracts ensuring that the PSP (N) meet their contractual deliverables and supporting DIO commercial in the delivery of the implementation contracts on the project.

The UK ATN-I line of business within Jacobs provides engineering design, construction, planning, support, survey, design-build, project management and/or program management for our Nuclear and Defence Industry clients.

Our team is experiencing exciting growth within our established practice and we have a need for key hires to support the projects that sit under our PSP(N) framework that we have with the UK MoD DIO. The PSP(N) Framework involves the provision of multi-disciplinary design and engineering, programme / project management, project controls, risk management, procurement, HSEQ and construction supervision services / expertise.

This PSP(N) framework team supports major infrastructure projects and is primarily located at HMNB Clyde with Company support from Glasgow and other offices.

Specific Responsibilities:

• Support Head of Commercial by providing information and evidence for use at the Monthly Project Review meetings focusing on commitment to safety and security, delivering financial and programme efficiency and performance.

• Provide Commercial guidance to the projects whilst ensuring a consistent approach across other PSP(N) projects supporting collaborative working across the organisation, ensuring a cohesive approach that supports the achievement of business goals.

• Support the development and implementation of the procurement strategies for the projects.

• Creating DIO documentation/templates gaining timely endorsement from the customer.

• Drive contractual discussions, negotiations and strategic sourcing decisions with both internal and external customers in relation to all commercial/procurement matters within Shiplift Projects. Managed through the ITT process, Tender Reports/Evaluations, Contractual Terms & Conditions, Milestone payment and final accounts.

• Maintain strong working relationships in key interfaces with DIO Commercial and Motts through regular project team meetings and updates.

• Drive understanding and compliance of the Projects with the role out of the Clyde Commercial Framework ensuring awareness of the contractual requirements.

• Assess the risks associated to new surveys or packages proposed by the Project teams and report them to the Project Manager for inclusion at Risk Review meeting.

• Responsible for all commercial activities within projects through contract negotiation to meet or improve on budget, cost, volume and efficiency targets (Key Performance Indicators (KPIs)) in line with business objectives. Report progress and achievements through the monthly Commercial Review.

• Work effectively with others, (projects, functions, customers and key stakeholders), building required relationships and interfaces within the programme, ensuring the delivery of value.

• Plan and review potential work flow from the project and closely analyse with Head of Commercial and Procurement to ensure sufficient resource to meet project objectives and timescales.

• Effective administration and governance of contracts

• Support the development and implementation of dispute avoidance strategies where applicable to the Projects

• Ensure implementation of general legal and contractual awareness is cascaded to the Project teams

• Perform all key pre-contract activities in relation to the projects by drafting documents, providing advice and seeking relevant approvals (including but not limited to procurement strategies, commercial strategies, tender evaluation strategies, pre-qualifications, invitation to tender document, tender queries, tender reports)

• Preparing formal contracts for approval and subsequent execution within the Projects

• Perform all key post-contract activities in relation to the projects by drafting documents, providing advice and seeking relevant approvals (including but not limited to holding contractual kick off meetings, implementing contract management plan, progress reporting against milestones, interim valuations, early warnings, compensation events, final accounts, cost reports and out-turn cost predictions)

• Attend and interact with project management on a regular basis to ensure commercial schedule is driven and maintained and ensure that project teams have a full update and all necessary advice in relation to any commercial or procurement matters

• Support at all relevant Project, PSR or update meetings as deemed required by Project Teams and Head of Commercial and Procurement

• Comply with their roles and responsibilities as laid down in the PSP Security Procedures

Key responsibilities:

• Creating DIO documentation/templates gaining timely endorsement from the customer.

• Preparing formal contracts for approval and subsequent execution within the Projects

• Provide commercial guidance to the Projects whilst ensuring a consistant approach


Demonstrate behaviours and competencies in:

• A degree in relevant discipline or equivalent. Ideally experienced in the nuclear industry and knowledge of MOD processes and standards.

• Excellent written and oral communication skills

• Ability to develop and apply Commercial thinking

• Ability to form working relationships within a multi-disciplinary environment


• UK National (dual national or foreign nationals are not acceptable).

• Ability to obtain SC level Security Clearance

• Good communication skills and ability to negotiate and influence others including building and maintaining effective relationships with multiple stakeholders within PSP(N) and HMNB Clyde.

• HNC / HND / Degree qualified or relevant experience.

• Demonstrable experience and understanding of the Quality function, supporting large projects / programmes within highly regulated industries.

• Demonstrable experience of working collaboratively with Clients and Contractors including Audits / Surveillance.

• Demonstrable experience in monitoring Contractor activities through to completion / hand over, including dealing with non-conformities.

• Demonstrable understanding of Project documentation arrangements, including Contractor documentation deliverables.
