What is the purpose of the role?

To act as a Principal Engineering Manager in the CAFA team for the assessment of rail structures to;

* Lead and control a defined proportion of the Civils Assessment Framework Agreement (CAFA) business

* Contribute to and deliver the contract strategy developed with the Project Director

* Hold responsibility for the safe, compliant and cost-effective delivery of contracted work

* Interface with key clients (and the Regulator where required).

What will this role involve?

The core works cover rail structures assessments for underbridges, overbridges, footbridges, canopies, depots and undercrofts to fully meet the client specification in accordance with relevant standards. Aspects of your role could involve;

* Driving delivery and performance, managing and reviewing performance of contracts against financial and operational targets

* Taking responsibility for health, safety and welfare within a defined proportion of the CAFA business; drive HS&W excellence and champion continuous improvement, ensuring compliance with quality systems

* Providing technical advice, guidance and supervision as appropriate to internal technical teams, operational managers, clients and suppliers.

* Implementing Rail Sector safety initiatives within a defined proportion of the CAFA business

* Ensuring that health, safety and environmental compliance requirements, including the CDM Regulations, are applied within a defined proportion of the CAFA business

* Ensuring compliance with the Integrated Management System and contributing to its future development

* Ensuring that business imperatives are clearly communicated and understood throughout a defined proportion of the CAFA business

* Developing, managing and maintaining good relationships with key clients and other external parties, supporting, developing and driving a culture of customer centricity that enhances the reputation of the company

* Leading, managing and developing the operational teams within a defined proportion of the CAFA business, including succession planning

* Undertaking people management duties when required

* Leading or provide input in to bid development as required, and post contract commercial activity and review

* Working with Chief Engineer and providing office or contract level support to the training, mentoring and development of staff to achieve appropriate professional qualifications and career ambitions, playing an active role in the delivery of training programmes

* Delivering all the specified project outcomes on time, within budget and to the client’s specifications, ensuring that project requirements are fully met

* Producing or overseeing the production of technically sound engineering solutions, complying with all relevant technical standards and client requirements

* Undertaking the onsite supervision of contractors when required

* Working with project managers in the preparation of cost estimates and subsequent successful delivery of commissions to programme and within budget

* Providing specialist engineering advice and support to the bidding process

* Playing an active role in the delivery of the competency management system

* Undertaking contractual accountabilities as defined in the appropriate contractual documents or technical standards when assigned, e.g. NR/L2/INI/02009 Contractor’s Responsible Engineer (CRE), NR/L2/CIV/035 Issue 2 Contractor’s Responsible Engineer (Assessments) (CRE(A)) and Construction Design and Management (CDM) Regulations Principal Contractor (PC) / Principal Designer (PD)

What are we looking for?

* Chartered or Incorporated Engineer (CEng / IEng through ICE, CIHT or IStructE)

* Extensive experience in railway structure inspection, assessment and design schemes to Network Rail and/or Highways England national standards.

* Experience in the assessment / design of all major construction materials, including historical materials, e.g. cast iron, wrought iron.

* Able to satisfy the requirements for registration/accreditation as a training manager for an appropriate professional institution, e.g. Supervising Civil Engineer (SCE) for the Institution of Civil Engineers

* Computer literate and conversant with MS Office suite

* High level technical skills, with the ability to lead technical teams

* Technical competency to NR/SP/CTM/017 Unit STE2

* Assessor and checker competency to NR/L3/CIV/035

* High level communication skills, with the ability to lead complex internal and external discussions and/or negotiations with local clients and other stakeholders

* Substantial experience of dealing with clients, suppliers, developers, consultants, elected representatives and the public

* Proven track record in production of technically sound engineering solutions, which may include innovation

* Proven track record in the training, mentoring and development of staff to achieve appropriate professional qualifications and career ambitions

* Able to act as a competency assessor, so contributing to a system of competency management within the relevant area of the business

* In depth knowledge of current and relevant health and safety legislation

* In depth knowledge of best practice methodologies relating to environmental protection and sustainable development

* Driving Licence – full, valid and clean

* Eligible to work and reside in the UK

Desirable Competency

* Fellow of the ICE, CIHT or IStructE

* STE 02, 04 and 05 qualification in accordance with NR/SP/CTM/017

* Personal Track Safety (PTS) AC/DC

* IOSH Managing Safely
