PURPOSE OF THE JOB

* To provide technical leadership on Alstom UK new build projects with respect to the Authorisation process. Ensure that the Alstom Approval Plans and Process are aligned with the latest legislation. Responsible for the development and delivery of the assurance case necessary for Vehicle Authorisation and the maintenance of Design integrity (specifically Technical File/Safety Case)
KEY RESPONSIBILITIES:

Develop Authorisation Strategy:

* Jointly (with safety manager) define, agree and document the approach required to construct and update safety case/justification to support the overall assurance work for new or modified vehicles in accordance with regulatory and standard requirements (i.e. CSM RA)

* Promote a requirements management and system engineering lead approach to the assurance work. In particular to ensure integration of the hazard identification process, implementation of risk acceptance principles and compliance to standards/route compatibility assessment to support the safety justification work
* Promote agile ways of working through re-use of existing assurance documentation to realise a benefit from platform/product level assurance where possible
* Develop understanding across Design Assurance and Safety teams on the safety regulatory framework applicable to new and modified vehicle projects
Technical Leadership on Projects:

* Oversee and coordinate the completion of the assurance work (both safety and NoBo/DeBo requirements) , taking corrective measures where necessary

* To review and sign off on the appropriateness of safety case/justification and produce Article 16 in accordance with CSM RA where necessary

* Responsible for the coordination, structuring and alignment of the various safety assessment workstreams required to demonstrate risks have been controlled to an acceptable level in accordance with applicable safety legislation and standards:

* For example, in the case of on-board signalling upgrades this will involve coordination of generic product safety, generic application safety case (if used), specific application safety case together with overall vehicle safety justification
* Ensuring conditions and constraints arising from risk assessment activities are acceptable to both, Alstom as vehicle manufacturer and other stakeholders (RU/IM) (with the authority to reject proposals). This will also involve ensuring conditions are aligned between difference assurance workstreams (i.e. NoBo/DeBo certification) where necessary
* This will require a detailed understanding of how compliance to standards, route compatibility and safety requirements interface in regard to the overall assurance work and in particular hazard management. This includes how to manage non-compliances to any of these requirements
Maintenance of Technical Files:

* To define and oversee the Impact Assessment of any proposed change (from baselined HW/SW configuration), including promotion of design/documentation re-use, updating documentation and communication with relevant stakeholders (e.g. NSA/RU/IM) as required

* Ensure documentation supporting assurance work is maintained up to date respect of changes to configurations through the lifetime of the product (i.e. as a result of modifications) to ensure continued compliance with applicable regulations
* Coordinate with safety manager to maintain external stakeholders updated to ensure agreement and clarity on scope of Alstom assurance work
Stakeholder engagement within the Industry

* Attend relevant Industry meetings, forums and committees to represent Alstom UK interests. Develop relationships with key stakeholders of the approvals process. Increase awareness within Alstom of emerging changes in legislation, standards and industry processes
Qualifications – External

* Engineering Degree in relevant technical area

* Chartered status (preferred)

* Extensive knowledge of the Authorisation process and UK and EU legislation

* Minimum 10 years of experience post graduate

* Minimum 5 years of leadership experience

* Detailed understanding of Systems Engineering

* Detailed understanding of Requirements Management

* Systematic and transparent working skills, clear communication

* Able to develop solutions for complex problems
