WSP are working with Hertfordshire County Council as a single, integrated team called the ‘Whole Client Service’. This truly collaborative approach sees WSP and Hertfordshire colleagues working side by side to collectively deliver the full highways service to local communities.
As an Assistant Network Officer you will carry out a supporting role in delivering the Network Management duty by working with the relevant Assistant Network Manager in supporting operational strategies, and in co-ordinating, programming and authorising all planned activity on the network, providing appropriate levels of access to all users, with a focus on keeping the highway clear and traffic moving.
A typical week would include:
* Assisting with the management and authorisation for the allocation of road space for all planned activity on the network, providing support in operating the unit’s permitting arrangements. Utilising information systems to monitor and agree road space occupation
* Assisting the Assistant Network Manager in the control, authorisation and monitoring of all planned activity on their network. Liaising and working with parties to ensure effective coordination and work programming including monitoring the performance of delivery organisations against agreed programmes
* Supporting the Network Management Team in developing and implementing improvements to Network Management procedures, policies and good practice
* Assisting with the capture of up to date knowledge of the local network operation, including traffic patterns and restrictions to traffic flows.
* Assisting with the preparation of technical, business and committee / panel reports as required
* Supporting the provision of temporary traffic Regulation orders - receiving and dealing with requests for TTRO’s from within the County Council, Highways Service, third party works promoters and event organisers, preparing site notices and all other aspects of producing TRO’s within agreed timescales, including all necessary liaison with the County Legal services, consultees and the applicants.
We’d love to hear from you if you
* Have an appreciation of highway works and network management principles as well as the relevant statutory instruments including the NRSWA, TMA, Highways Act, and Safety at Street Works and Road works a CoP.
* Have experience of using an electronic street works system such as ‘Confirm’ although training will be given.
* Have experience of assessing and approving Temporary Traffic Management arrangements associated with the execution of street works although training will be given working towards obtaining a recognised qualification in this field.
* Have experience of working within a street works permitting environment in particular the East of England Permit Scheme although training will be given.
* Have experience with regard to the provision of temporary traffic Regulation orders
* Are computer literate; proficient in Windows 2000; MS Word and other Microsoft Office applications
* Possess effective communication and negotiation skills together with the ability to make logical and informed operational decisions whilst under pressure.
